Para muchos puede haber pasado desapercibido pero el pasado lunes, a los seis meses de haber asumido, el Concejal Lautaro Fenestraz puso un mojón en la historia de la política local, puesto que como muy pocas veces antes se planteó un cambio del status quo.
Ya lo había insinuado cuando en la última sesión decidió dejar atrás su accionar anterior y comenzó a marcar lo que se hacía mal en el Concejo Deliberante y ahora dio un paso más, presentó un proyecto concreto para reducir la dieta de los concejales y las bonificaciones discrecionales ‘del mandamás Intendente’, al decir del actual Intendente cuando era concejal, y garantizar, sin arbitrariedad alguna, el acceso a ciertas bonificaciones del personal municipal.
Fenestraz propuso derogar el Decreto de Tiempo Pleno firmado por el Intendente Aldo Arrighi en 1986 y modificar la Ordenanza Complementaria aprobada, por unanimidad, junto al Presupuesto 2024.
Sí, Fenestraz propuso modificar algo que él mismo votó.
Evidentemente en su momento se equivocó y quiere reparar su error. Bienvenido sea.
Hasta el momento no hubo reacciones en la clase política, o la casta como le gusta llamarla a Fenestraz, pero sí entre los ciudadanos que han visto con beneplácito esta presentación.
¿De qué se trata el proyecto? De reducir la dieta de los concejales en un 33%, y en quitarle al Intendente Municipal la capacidad de premiar o castigar a los funcionarios de acuerdo a su interés o criterio, a través de medidas sin sustento analítico que las justifiquen.
Lo contamos tiempo atrás, ‘En el caso de Cantlon la discrecionalidad del Intendente significa el 43% de sus haberes, de hecho percibe un 13% más de dinero por cuestiones discrecionales que por cuestiones objetivas.’ pero con un agregado extra que hace más grave la situación, puesto que ‘Matzkin ya no publica, como supo hacerlo, el otorgamiento de estos premios y castigos’.
Y fue por más Fenestraz, propuso además la publicación de los recibos de sueldo de toda la planta política municipal, aunque curiosamente él no ha publicado el suyo. Podría comenzar por predicar con el ejemplo y poner a disposición de los vecinos su propio recibo de haberes.
Llamativamente nadie le preguntó al respecto al Intendente Matzkin en la conferencia de prensa que dió ayer, pese a que era una temática de su incumbencia, quizás porque la mayoría de las preguntas (y algunas que ni siquiera eran preguntas porque se trataba de meras afirmaciones) parecían estar preacordadas.
Fenestraz comenzó siendo parte del status quo y acompañando medidas que, claramente, contradecían su discurso, pero como cantara Calle 13 ‘Se equivocaron un par de novatos en la escena pero se disculparon, no hay ningún problema.’
Esperemos que este sea el comienzo de una serie de propuestas que alineen acción con discurso, aunque ello conlleve a una previsible soledad en el seno del Concejo Deliberante.
Decía Leandro Alem que ‘El deber no se cumple sino haciendo algo más de lo que el deber manda’, la presentación hecha el lunes no es más que el hacer lo que se debe hacer.
