En octubre del año pasado te contamos que ‘El 14 de septiembre nos preguntábamos por la situación del contrato que firmó el Municipio con Munidigital, tema al que nos referíamos por tercera vez sin obtener eco en las autoridades municipales, al punto que nos preguntamos ‘pasó el tiempo y tampoco nadie se preguntó ni preguntó, públicamente, nada al respecto.’ Pero todo cambió una semana después ya que el 21 de marzo el Bloque de Juntos presentó un pedido de informes al respecto. Habíamos advertido del tema en octubre de 2022 y en mayo de 2023 sin éxito. La tercera fue la vencida.’
El Municipio buscaba fomentar la relación con esta empresa de todas formas, ya sean gubernamentales o a través de los ‘medios de comunicación’.
Como era de esperar el informe nunca se presentó y Juntos llegó al gobierno sin tener ni idea de a qué se dedicaba Munidigital.
A tal punto llegó la ignorancia gubernamental que en el Decreto N° 680/24 firmado por Marcelo Matzkin se reconoce que ‘la Contaduría Municipal informa que no se han realizado pagos correspondientes al primer trimestre de 2024 ni se ha comprometido importe alguno para dicho cometido’. ¿Por qué no se había previsto tal erogación? ¿Acaso Munidigital no estaba prestando servicios?
En dicho Decreto el Subsecretario de Innovación y Accesibilidad Digital Ignacio Roveres presentó un informe en el que ‘deja constancia de la aceptación de la propuesta presentada por la empresa dado que ha continuado con la prestación de los servicios contratados durante el primer trimestre del año 2024’, ¿cuáles fueron tales servicios?
Se contrataron servicios que Contaduría informa no se pagaron.
Resulta curioso porque Munidigital no tiene actividad alguna en sus redes ni en sus portales desde hace más de un año. ¿Hizo algo Munidigital en Zárate además de cobrar? ¿Cómo llegó Munidigital a Zárate? ¿Cómo llegó a ser proveedor municipal? ¿Cobró alguien para que Munidigital cobre?
¿En qué consistía concretamente el informe de Roveres? En que el Municipio acepte la ‘propuesta de actualización de costos presentada por la empresa para el primer trimestre del año 2024 por una suma total de pesos tres millones novecientos mil ($3.900.000,-)’
¿En función de qué se realizó la actualización? ¿A cambio de qué servicios se realizará la erogación?
Es de imaginar que los funcionarios de Juntos, que antes querían saber de que se trataba la contratación de Munidigital, ahora que tienen la información en sus manos la brinden a los vecinos sin que nadie se las pida. Eso hace a la transparencia gubernamental que Matzkin dice que es ‘un tema que impacta directamente en mí’.
En aquel entonces los artículos que escribíamos caían bien en quienes estaban en la oposición porque les facilitaba su labor como concejales, hoy en día son molestos porque cuestionan su accionar como funcionarios.
No cambiamos, cambiaron ellos.
