El 14 de febrero pasado te contamos acerca de ‘Los negocios de la emergencia’ que incluyeron compras directas por $ 1.621.520.160,00 al amparo de la citada realidad.
Parte de este dinero se fundamentaba en el Decreto 100/24 que adjudica ‘el Concurso de Precios autorizado por Decreto N° 1190/2023 para la contratación del servicio de Transferencia de los Residuos Sólidos Urbanos a la empresa QUALITA SERVICIOS AMBIENTALES S.A.’… por $490.020.960 de manera directa.
Este Decreto fue firmado el 2 de febrero pasado y preveía, una tarifa inicial de $14.278,00 por tonelada y que ‘Trimestralmente, se deberán controlar los índices previstos en la columna de PARÁMETRO OFICIAL para calcular el aumento del precio unitario por tonelada de la transferencia acordado originalmente.’
El Intendente Matzkin incumplió el Decreto que él mismo había firmado y recién se revisaron las tarifas el 23 de agosto, más de seis meses después de la firma inicial, y allí nos encontramos con múltiples sorpresas.
La primera es el fuerte aumento que tuvo el costo en cuestión en febrero, el mismo mes de la firma del Decreto inicial, en línea con lo estipulado en el artículo 3 que establece que ‘la redeterminación del valor unitario por tonelada de transferencia de RSU se realizará en forma mensual cuando existe una variación global superior al 10% de los índices y costo salarial que inciden en el precio unitario que se detallan en el anexo I de dicho decreto’.
Si bien no se expusieron los índices que determinaron los nuevos costos, Matzkin aprobó ‘el nuevo monto de ítems del contrato del servicio de Planta de Transferencia de Residuos Sólidos Urbanos adjudicado por Decreto N° 100/2024, a partir del mes de FEBRERO de 2024 y hasta nueva redeterminación, por un valor por tonelada de residuos de pesos dieciocho mil setenta y uno con 13/100 ($18.071,13) valor que incluye IVA.’, es decir, un aumento del 26,56% por encima de lo acordado. Sí, en febrero Matzkin firmó un decreto en el que autorizaba ‘a la Oficina de Compras a realizar la Orden de Compra anual que cubre desde el 1 de enero de 2024 hasta el 31 de diciembre de 2024, por el valor de cuatrocientos noventa millones veinte mil novecientos sesenta ($490.020.960)’ producto de estimar un total de 34.320 toneladas anuales a procesar, y con la readecuación a partir de febrero costará anualmente $609.352.829,80. ¿A qué se debe semejante ‘error’ de cálculo? ¿O como el caso que ya expusimos respecto al programa de reparación de calles se ‘venden’ costos bajos iniciales que luego son reformulados?
El mismo Decreto N° 634/24 fija un nuevo aumento a partir de abril de 2024, menos de un trimestre posterior al aumento de febrero, y aunque una vez más no se exhiben los índices que lo ameritan, Matzkin aprobó ‘el nuevo monto de ítems del contrato del servicio de Planta de Transferencia de Residuos Sólidos Urbanos adjudicado por Decreto N° 100/2024, a partir del mes de ABRIL de 2024 y hasta nueva redeterminación, por un valor por tonelada de residuos de pesos veintidós mil trescientos treinta y cinco con 05/100 ($22.335,05), valor que incluye IVA.’, es decir un 23,6% por encima del monto recalculado y un 56,4% por encima del costo consignado inicialmente en el Decreto 100/24. Lo que el 2 de febrero nos habían contado que costaría en 2024 $490.020.960, costará en realidad $678.271.050,60.
Y por si fuera poco, en el tercer artículo del Decreto del 23 de agosto hay una nueva reformulación del precio por tonelada, que aumenta un 12,6% por encima del monto recalculado para abril. No se especifica cómo se generó la nueva cotización pero Matzkin aprobó ‘el nuevo monto de ítems del contrato del servicio de Planta de Transferencia de Residuos Sólidos Urbanos adjudicado por Decreto N° 100/2024, a partir del mes de JUNIO de 2024 y hasta nueva redeterminación, por un valor por tonelada de pesos veinticinco mil ciento cincuenta y uno con 23/100 ($25.151,23), valor que incluye IVA.’
En consecuencia, el Intendente instruyó ‘a la Dirección de Compras para la elaboración de una Orden de Compra por la suma de pesos doscientos ochenta y cuatro millones ochocientos ochenta y ocho mil cuatrocientos ochenta y nueve con 60/100 ($284.888.489,60), hasta el 31 de diciembre de 2024.’ Lo que en febrero, en medio de la emergencia, y ‘justificado’ por ella, nos dijeron que costaría $490.020.960,00, nos enteramos ahora que en realidad serán $774.909.449,60, es decir un 58,1% de lo determinado inicialmente, monto que aumentará e el próximo revalúo del precio por tonelada.
¿Cuáles son los índices que justifican semejante aumento? ¿Cuáles son los cálculos que explican tal incremento?
¿Cuántas son las toneladas que efectivamente se transfieren? ¿Está dentro de lo previsto en el Decreto N° 99/2024? ¿Deberán readecuarse las cantidades? ¿Los montos? ¿Se está pagando por encima de lo utilizado efectivamente? ¿Qué grado de avance tiene la ejecución de esa Orden de Compra? ¿Se paga mensualmente o ya se abonó todo? Difícil saberlo, los campeones de la transparencia no hacen público el listado de proveedores municipales.
¿Y el Decreto N° 101/2024? ¿ENTRE no pidió una readecuación de precios o de ello nos enteraremos en breve?
Seguramente lleguemos tarde con esta nota y los concejales ya habrán presentado en el Concejo Deliberante un pedido de informes al respecto… aunque para ello deberían haber leído el Boletín Oficial Municipal antes de leer esta nota, lo cual es muy difícil.

Yes it could be argued that the opening ‘flash forward’ is unnecessary and the intriguing way the story is set up – each character is deliberately set aside with on screen name captions – doesn’t really pay off with the type of intricate ‘character study’ it was promising, it’s still admirable that a potentially silly premise is treated with such square-jawed conviction.
