El pasado domingo hubo un hecho que captó toda la atención del 0,5% de la ciudadanía local, hubo elecciones internas en la Unión Cívica Radical y la oposición, que hasta no hace mucho era oficialismo pero dejaron de serlo cuando no los dejaron ser todo lo oficialistas que querían ser y se convirtieron en oposición.
María Elena Gallea, quien integró una lista electoral en nombre del Radicalismo, según sus palabras, sin contar con el respaldo partidario, según la organicidad interna, que incumple con la Carta Orgánica partidaria, será quien conduzca los destinos del Partido durante los próximos dos años.
Un Partido que tiene por delante dos grandes desafíos, interrelacionados entre sí.
El primero de ellos es regenerar la participación política. De la elección interna participó apenas el 14,5% del padrón habilitado para hacerlo, obviamente un padrón inflado que no se depura hace años, y eso que había una disputa, a tal punto que había dos listas y tres boletas, porque el sector referenciado en Sandra París jugó a dos puntas a nivel provincial. La renovación de afiliados es urgente.
A grandes trazos, el 28,2% del electorado general del Partido de Zárate es menor de 31 años, el 37% tiene entre 31 y 50 años y el 34,8% restante es mayor de 51 años. Tomando las mismas categorías, apenas el 4,9% de los afiliados al radicalismo zarateño tienen menos de 31 años, el 19% entre 31 y 50 años, y un aplastante 76,1% es mayor de 50 años. Claramente el radicalismo zarateño es un Partido viejo. Pero no solo viejo, además es un Partido antiguo. El 41,9% de los afiliados adhirió al Partido en la década del ’80, fundamentalmente a sus inicios con el regreso democrático y fundamentalmente para sostener la candidatura de Raúl Alfonsín a la Presidencia de la Nación, el 26,9% en la década siguiente, el 17,3 % en la primera década de este siglo, un magro 5,3% en la década pasada y un floreciente e ilusionante 8,6%, impulsado fundamentalmente en los últimos dos cierres de listas, se afilió en los años transcurridos de la década actual.
La cuestión es a qué Partido se invita a afiliarse a los ciudadanos, y con ello tiene que ver otro de los desafíos que tiene por delante la nueva conducción partidaria. ¿Cuál será el posicionamiento de la Unión Cívica Radical local frente al gobierno municipal encabezado por Marcelo Matzkin? Es de imaginar que será distante del pensamiento crítico, puesto que gran parte de las nuevas autoridades son funcionarios municipales, y la propia Presidente del Partido es fiel ladera del Intendente en el Concejo Deliberante. Lo curioso del caso es que ninguno de los afiliados que hoy forman parte del gobierno municipal lo hacen en nombre de la Unión Cívica Radical, cuando, curiosamente, ahora serán la conducción de un Partido al que no representan.
Difícil dicotomía.
Lo que en cualquier caso queda claro que tal como está la Unión Cívica Radical local es intrascendente en el devenir político local, el tiempo dirá cuánto cambió con el cambio de conducción, con la impronta de la nueva Presidente que en gran parte supo hacer su ‘carrera partidaria’ a la sombra y con los métodos de lo que hoy critica.
