El pasado 5 de julio el Intendente Marcelo Matzkin anunció la firma de un acuerdo de colaboración con el Decano de la Facultad de Ciencias Económicas de la Universidad de Buenos Aires Profesor Emérito Ricardo José María Pahlen para la revisión integral sobre las cuentas públicas del Municipio, sus entes y sociedades que integra, tanto respecto del pasado como asimismo permanente sobre su propia gestión.
La realidad es que el citado acuerdo se había firmado bastante antes, el 18 de junio, tal como consta en el Proyecto de Ordenanza que el propio Intendente enviara al Concejo Deliberante para su aprobación.
Pasaron desde entonces tres meses y medio y nada se supo del avance del citado acuerdo. Quizás sea porque más allá del anuncio del Intendente, la realidad es que el acuerdo apenas habla de ‘la prestación de cursos de capacitación, trabajos de investigación, asistencia técnica, y asesoramiento técnico’… y ni siquiera eso.
Pese a los anuncios marketineros, la realidad dista mucho de lo que se presenta públicamente.
Pasaron más de tres meses de este anuncio y casi diez del que hiciera el día de su asunción, cuando afirmó ‘todos los funcionarios al primero de marzo tendrán que presentar declaración jurada patrimonial, como los concejales, como los Presidentes de las SAPEM y como todos los que tengan responsabilidad del manejo de fondos porque es una ordenanza que este Concejo Deliberante sancionó.’
¿Dónde están las Declaraciones Juradas?
Mucho se proclama pero poco, o nada, se hace.
Para ser transparente no se necesita dinero ni tiempo, se necesita decisión política, decisión de la que carece el Intendente y su equipo de gobierno.
