La semana pasada te contamos algunas de las inexactitudes que el Intendente Marcelo Matzkin dijo como verdades reveladas en su conferencia de prensa, hoy vamos a analizar algunas más.
Al inicio de su alocución cuando le preguntaron por las metas alcanzadas afirmó ‘en Seguridad hemos adquirido 21 patrulleros, hemos incorporado más de 80 personas para esos patrulleros’. Sin embargo cuando uno consulta la legislación publicada, esa que el Intendente celebra haber hecho desde el primer día, encuentra que hubo solo dos decretos de compra de vehículos, el Decreto 1182/2023 que autorizó ‘la compra mediante contratación directa de cuatro (4) autos tipo ETIOS- XLS PACK 15 4 A/T 5P, dos (2) autos tipo ETIOS- XLS PACK 1.5 6M/T 5P y un (1) vehículo tipo Yaris, versión XLS 1.5 6M/T 5P por un monto total de SETENTA MILLONES NOVECIENTOS OCHENTA Y NUEVE MIL SETECIENTOS NOVENTA Y CUATRO PESOS CON 08/100 ($70.989.794,08) incluido el servicio de flete, cuyo presupuesto obra agregado en las presentes actuaciones, y cuyo destino será la Secretaría de Seguridad, encuadrando esta operación en el procedimiento de excepción contenido en el artículo 156 inc. 10) de la Ley Orgánica de las Municipalidades Decreto Ley 6769/58, en razón de los fundamentos vertidos en los considerandos.’ y el Decreto 92/2024 que autorizó ‘la compra mediante contratación directa de tres (3) autos tipo ETIOS- XLS PACK 1.5 6 M/T 5P, tres (3) autos tipo ETIOS- X 1.5 M/T 5P y un (1) vehículo tipo HILUX 4×2 DC DX TDI 6MT, y dos (2) vehículos tipo HILUX 4×4 DC DX 2.4 TOI 6 MT por un monto total de CIENTO CUARENTA Y CINCO MILLONES DOSCIENTOS OCHENTA MIL CIENTO OIECINUEVE PESOS CON 33/100 ($145.280.119,33) incluido el servicio de flete, cuyo presupuesto obra agregado en las presentes actuaciones, y cuyo destino será la Secretaría de Seguridad, encuadrando esta operaci6n en el procedimiento de excepción contenido en el artículo 156 inc. 10) de la Ley Orgánica de las Municipalidades Decreto Ley 6769 /58, en raz6n de los fundamentos vertidos en los considerandos.’
Si las cuentas que me enseñó la señorita Emilse no me fallan 4+2+1+3+3+1+2=16 ¿de dónde salen los otros 5 vehículos adquiridos? ¿Cómo los adquirieron? Sin tener en cuenta que de estos 16 vehículos hay que descontar el Yaris que utiliza el Intendente Matzkin y la camioneta Hilux que utiliza el Secretario de Protección Ciudadana, por lo que el número real de vehículos adquiridos dedicados a la seguridad es de 14. ¿Por qué Matzkin habló de 21? Llamativamente no le llamó la atención a ninguno de los periodistas diplomados que se encontraban presentes en la conferencia de prensa, ninguno repreguntó. ¿Tenían autorización para hacerlo?
Pero sin embargo esto no es lo más curioso.
Cuando el Secretario de Seguridad Ciudadana Juan Manuel Iglesias visitó FM Rock para ser entrevistado en ¿Dónde está la mía?, consultado por los recursos con que contaba para implementar los programas de seguridad afirmó que cuenta con 11 vehículos recorriendo las calles de Zárate, ¿dónde están los otros 10 adquiridos? A todo lo descripto debemos sumar los 6 vehículos que ya existían en la flota de la DPU municipal más los vehículos a los que se cambió de destino, por ejemplo los vehículos que estaban asignados a Conducción Superior.
Matzkin dijo que se adquirieron 21 vehículos, más los 6 que ya tenía la Municipalidad, 27, más las 7 camionetas de Conducción Superior que dicen haber reubicado. Son 34 vehículos, de los cuales Iglesias afirma que circulan solo 11 vehículos. Llamativamente no le llamó la atención a nadie.
Pero además, si se incorporaron 80 personas para la Dirección de Prevención Urbana, la que Matzkin propuso eliminar y que como no existía se encargó de crearla, ¿cómo es que no circulan más que 11 vehículos? ¿Tendrán nafta?
En privado, el Secretario de Protección Ciudadana Juan Manuel Iglesias se queja de no contar con el presupuesto que necesita para llevar adelante su tarea, pero en público calla, incluso cuando el Intendente Municipal dice algo que él mismo sabe que es falso. ¿Por qué lo hace? ¿A cambio de qué lo hace?
La realidad es que la inseguridad no disminuyó, y el decir, como dijo el Intendente, que redujo su gravedad no alcanza para contentarse. En su asunción Matzkin afirmó ‘somos parte de la solución de la seguridad, nos tenemos que hacer cargo’, y cuando uno escucha a los funcionarios, parecen ser más parte del problema que de la solución. Si no logran siquiera consensuar y acordar un mensaje, ¿cómo van a consensuar y acordar una política?
Como dijéramos tiempo atrás, ante esta realidad ¿qué puede salir mal?
