Contaba el ex Diputado radical de la Provincia de Mendoza Raúl Baglini que una vez viajando con su esposa iban charlando acerca de la idea que pretendía exponer en la Cámara Baja durante las discusiones sobre el pago (o no) de la Deuda Externa y entonces María Beatriz Arnulphi le dijo ‘Eso es un teorema: hipótesis, tesis y demostración’. De esa manera tan informal nació esta construcción que se repitió en tantas oportunidades en los últimos 40 años y que es tan útil para explicar el proceder político de muchos de nuestros dirigentes.
Según el Teorema de Baglini (que en realidad, según su expositor, debiera denominarse Teorema de Arnulphi porque él se lo adjudicaba a su esposa) ‘la seriedad y responsabilidad de las posiciones es inversamente proporcional a la distancia que a uno lo separa del poder’ puesto que ‘a menor distancia del poder, menor irresponsabilidad y mayor responsabilidad.’
Quizás por eso Marcelo Matzkin en su discurso de asunción siguió la línea de su campaña electoral en la que afirmaba que quería hacerse cargo de la seguridad. Ante los concejales y los vecinos Matzkin dijo ‘En materia de seguridad debemos ser implacables en el trabajo de la prevención, vamos a hacernos cargo, vamos a hacernos cargo de que la prevención en materia de seguridad es una obligación del Municipio. No puede servir de excusa que no está escrito en la Ley Orgánica Municipal, que no es obligación del Municipio de dar prevención en materia de seguridad, siempre digo lo mismo, en ningún lugar de la Ley Orgánica Municipal dice que tener un equipo de básquet millonario es una obligación del Municipio y sin embargo se la tiene, por eso no hace falta que nos digan que en materia de seguridad es una obligación del Municipio.’
Sobre el tema del básquet volveremos más adelante en otra columna, hoy nos centraremos en la seguridad.
En campaña Matzkin decía querer hacer cargo de la seguridad. En su discurso de asunción Matzkin decía que se haría cargo de la seguridad.
Sin embargo la seguridad no aumentó en Zárate, muy por el contrario los vecinos se sienten cada vez más inseguros.
Pese a ello el Intendente dice estar muy contento por el proceder de su Secretario del área, Juan Manuel Iglesias, Curiosamente el Intendente no presentó ningún dato concreto, aunque off the record dicen contar con estadísticas al respecto, que sostenga sus dichos.
En su última conferencia de prensa Matzkin afirmó ‘yo con respecto al tema de seguridad, más allá de que continúa, obviamente, habiendo hechos delictivos… Yo estoy conforme con lo que viene haciendo Juan Manuel Iglesias en la secretaría de seguridad porque estamos conteniendo una situación social que no es fácil. Repito, al vecino que le robaron va a decir no tiene éxito la política porque a mí me robaron, también recordemos que el municipio da prevención, no da la seguridad en sí porque no tenemos el poder de policía’.
Qué rápido olvidó sus promesas de campaña el Intendente Matzkin.
Qué rápido aprendió, y aplicó, el Teorema de Arnulphi.
Resulta curioso que quienes se saben al dedillo las normas para usarlas en beneficio propio desconozcan lo que señala el inciso 4° del artículo 178 incluido en el Título II del Capítulo 4 de la Ley Orgánica de las Municipalidades que incluye entre los auxiliares del Intendente Municipal ‘para el cumplimiento de sus atribuciones y deberes: A las autoridades policiales establecidas en la jurisdicción de la Municipalidad.’, y entre las atribuciones y deberes del Intendente Municipal está el ‘Ejercer las demás atribuciones y cumplir los deberes inherentes a la naturaleza de su cargo o que le impongan las leyes de la Provincia.’… por ejemplo la Ley 13482.
La realidad es que les mintió a los vecinos, les dijo que se haría cargo de algo que hoy, cuando debe hacerlo, elige no hacerlo.
Los zarateños necesitan seguridad, hoy las autoridades no se la garantizan.
Los gobernantes le esquivan el culo a la jeringa.
‘Reproduzca esta información, hágala circular por los medios a su alcance: a mano, a máquina, a mimeógrafo, oralmente. Mande copias a sus amigos: nueve de cada diez las estarán esperando.
