‘Vosotros debéis entender, señores, que la Unión Cívica Radical es un partido que se ha hecho desde abajo para arriba. Es fácil formar un partido político dando un salto de Campo de Mayo a la Casa Rosada, utilizar todos los resortes oficiales y perpetuarse en el poder. Lo difícil es seguir por los caminos de la República, ir buscando a la gente y hablándoles al corazón y a la conciencia, hablarles al sentimiento y a su inteligencia, para decirles que es lo que quiere un partido político, cuáles son nuestras ideas, para que vengan poco a poco los hombres de buena voluntad fortaleciendo este partido y así presentarse en las luchas cívicas de la República y entonces el pueblo decida cuál ha de ser su destino y cuál ha de ser su clase gobernante. Así se formó la Unión Cívica Radical.’
Estas palabras fueron pronunciadas por el diputado nacional Arturo Illia en 1950, a mediados de su gestión como representante del pueblo de la provincia de Córdoba y dan una cabal muestra del pensamiento de quien tiempo después fuera elegido presidente de la República.
Había sido electo en 1948 como legislador y se sumó al mítico Bloque de los 44 que se había conformado dos años antes.
Desde su banca fue un férreo opositor al gobierno de Juan Domingo Perón, y sus manifestaciones públicas le ocasionaron un pedido de desafuero.
