Con el presente texto iniciamos la colección ‘Diputados Socialistas’, con la que queremos compartir con los lectores las labores parlamentarias de los primeros diputados socialistas que buscaron, a través de los proyectos presentados en la Cámara de Diputados, garantizar derechos de la ciudadanía que hoy nos parecen básicos y que, lastimosamente, muchas veces equivocamos sobre quienes son sus responsables.
Iniciaremos la tarea con el trabajo realizado por Alfredo Palacios, quien elegido como Diputado Nacional el 13 de marzo de 1904 se convirtió en el primer diputado socialista de América Latina.
Siempre electo por el barrio de la Boca, ocupó en varias oportunidades un escaño en la Cámara de Diputados, en el Senado Nacional e incluso fue convencional constituyente en 1957. Los proyectos que salieron de su pluma siempre estuvieron orientados a los trabajadores, las mujeres, niños, ancianos y jóvenes.
Como señala Lucas Poy, ‘Palacios se concentró en la presentación de una notablemente extensa lista de iniciativas propias, que sentaron las bases de la legislación protectora de los trabajadores y trabajadoras en el país. Algunas son ampliamente conocidas, en tanto generaron amplio debate y, en algunos casos, terminaron convirtiéndose en ley, como las iniciativas de impuesto progresivo a las herencias, donaciones y legados (que se convirtió en la ley 4.855, en septiembre de 1905), de descanso dominical (sancionada en agosto del mismo año como ley 4.661), de limitación de la jornada laboral a ocho horas, o de reglamentación del trabajo de las mujeres y los niños (convertida en ley 5.291, sancionada en septiembre de 1907)’, además de presentar proyectos ‘de reglamentación de los accidentes de trabajo, de abolición de la pena de muerte, de divorcio vincular, contra la trata de blancas, de derechos civiles de la mujer, de rebaja de impuestos a artículos de primera necesidad, de modificación de la jurisdicción policial en materia de faltas y contravenciones, de prohibición de los medidores para el cobro de agua en los conventillos (que resultó aprobado), de eliminación de impuestos a las cooperativas obreras (también aprobado, por la vía de una modificación de la ley 4.934), de prohibición a los funcionarios públicos para ser diputados o senadores si no renunciaban tres meses antes de su elección, de aumento de patentes a los despachos de bebidas, y de prohibición de la importación, elaboración y expendio del ajenjo’ o incorporación del voto femenino, que no llegó a sancionarse.
Tal fue la labor de Palacios en el Parlamento que, en ocasión de visitar la Argentina el célebre dirigente socialista francés Jean Jaurès afirmó, ‘Palacios ha podido probar que con la fuerza del pensamiento y la inspiración socialista algunas leyes de progreso social podían ser arrancadas a la inercia, el egoísmo y a la ignorancia de las oligarquías’.
Como se verá a lo largo de las próximas páginas, fue sumamente prolífica la labor del Diputado Palacios, y es justo rendirle un homenaje porque con su accionar sembró las bases de una protección estatal del individuo de la que aún hoy somos beneficiarios.
Es sorprendente como, sabiendo de su escaso peso específico en el concierto del ámbito parlamentario, buscó granjearse el apoyo ciudadano que, a través de notas remitidas a la Cámara de Diputados y que también sumamos en este texto, apoyaban su labor parlamentaria.
Su trabajo, junto al de Juan Bautista Justo, Mario Bravo o Nicolás Repetto, alzó las banderas de un socialismo democrático preocupado en que cada vez más individuos sean ciudadanos y que cada vez más los ciudadanos vivan mejor, sin estridencias ni marketing político, demostrando ser socialista en sus ideas y en el accionar de su vida cotidiana, teniendo sus ideales como rectores de vida y no como un mero título vacío de contenido.
Fue detenido y debió exiliarse por defender sus ideas, y hoy más de medio siglo después de su muerte su legado aún sigue vigente, aunque como dijera José Martí, ‘La muerte no es verdad, cuando se ha cumplido bien la obra de la vida’.
