Tras la llegada de Marcelo Matzkin al gobierno la denominada ampulosamente ‘Universidad Popular’ reconvirtió su uso para ser la versión urbana del Centro de Gestión del Conocimiento, ya que hasta allí se mudaron las clases que se dictaban en el emblemático proyecto educativo caffarista. Nada se supo de la reutilización de los recintos ubicados en la Ruta N° 9, y de la Universidad Popular poco más, incluida la realización de un torneo que, en la propia ampulosidad del lugar, se denominó Torneo de E- Football.
La refuncionalización de la Universidad Popular hacía suponer el desarrollo del entorno barrial, pero lejos estuvo de volverse una realidad.
Uno ve el estado del Parque Norte, situado al lado de la UP y es lamentable.
De los juegos infantiles solo quedan las estructuras, la suciedad, foco de enfermedades, se acumula a los costados de los senderos.
Incluso han talado algunos árboles para poder utilizar la madera resultante para calefaccionar y cocinar.
Y del parque se apoderaron los caballos…
